Underage drinking: A 14-year-old girl in Rayland was rushed to Martins Ferry’s East Ohio Regional Hospital after MPs said she had several signs of intoxication, such as the smell of alcoholic beverages on her person who escalated when she spoke, being unsteady on her feet and having bloodshot and glassy eyes on Sunday. A friend’s mother was summoned to the girl’s home after the friend found out that the girl, who was home alone, had been drinking hard alcohol. The friend said she had seen her drink Crown Royal and another brand of whiskey, and said she tried to keep her hydrated, but worried when she couldn’t keep her awake. The intoxicated girl later told medical professionals that she had been drinking Crown Royal and some sort of scotch throughout the day.
Reserved: Michael J. Flinn, 42, 5071 State Route 152, Dillonvale, criminal assault, possession of a controlled substance, transporting weapons, drugs or other prohibited items on the grounds of a detention center or d ‘an institution. Flinn allegedly carried a knife to the chest of a 91-year-old man during a sequence of events that ended in a scuffle with the village police chief.
Enough is enough: A youngster from Dillonvale reported a disturbance involving his mother and stepfather on Sunday. The man had left when MPs arrived and the woman had taken refuge with a neighbor, but told them her husband grabbed her by the hair and pulled her onto the sofa during an argument. She said they had been struggling for about a year and that he had been abusive to her during some of these disagreements and wanted to press charges. MPs were unable to locate the man.
Splashy: A man parked in the 100 block of North Sixth Street said a motorist driving a white GMC Yukon with Michigan plates was so busy yelling at someone in another vehicle that he backed up in his vehicle, damaging the door and the vehicle, then fled the scene. He said the driver was a man wearing a # 17 Buffalo Bills jersey. A vehicle matching the description with damage consistent with the previous crash was then spotted by a patrolling officer and was stopped after the driver allegedly turned left onto red, nearly causing a collision. The driver, identified as John T. Wise, 33, 424 Lawson Ave., Steubenville, has been charged with Resisting Arrest, Obstruction, Possession of F1 Drugs, Possession of F5 Drugs, Weapons disabled and mishandled a firearm in a motor vehicle after police said they found a .45 caliber Springfield XDS handgun loaded and chambered in the center console of the rental vehicle, 525 grams of marijuana in a large bag and 200 grams of what appeared to be fentanyl and cocaine in several other bags.
Altercation: A woman involved in an altercation in the 700 block of Market Street claims another woman spat on her and threw a water bottle at her on Sunday. Police said the other woman admitted to throwing the bottle, but said she had a shoe thrown first.
Reserved: Steven D. Kirkpatrck, 39, 47000 Unionville Road, Cadiz, petty theft, felony drug possession, possession of drug paraphernalia, and forgery, plus a warrant for failure to appear outside of Columbiana County on Saturday. Rural King employees told police Kirkpatrick attempted to leave the store without paying more than $ 233 in tools, clothing and paint. Police said he gave them a fictitious name when he was taken into custody, and later learned he had warrants pending in another county. He allegedly had a methamphetamine pipe and two grams of methamphetamine in a metal container in his possession when he was arrested, according to the report.
Drugs: Callers reported that a man passed out while driving a car on Brady and Oregon avenues for more than 15 minutes on Friday. While there, officers located a piece of aluminum foil with burnt residue on her knees and performed a breastbone rub. When he got out of his car, they said they saw a black straw with residue. The man wanted to go to Trinity to be evaluated. A probable cause search found several small bags with white residue, so he received a drug treatment form.
Contact: A Tweed Avenue resident told police her ex-boyfriend was harassing her on Sunday. She said she had a no-contact order with the ex, but he texted her and also believes he is responsible for the damage to her residence when she’s not there.
Missing: A woman living in the 700 block of North Seventh Street told police someone removed several spoons and a Gateway laptop from her apartment on Sunday.
Damaged: A woman in the 1400 block of Steele Avenue told police her back door was smashed down on Sunday.
Stolen: A man in the 700 block of North Seventh Street told police that a woman he knew took several books, earrings and a bus pass from her apartment on Sunday.
Reserved: Angel Gonzalez, 24, 713 Market St., Steubenville, criminal mischief warrant, Sunday; Sean Pethick, 28, 1615 Pennsylvania Ave., Steubenville, warrant for failure to appear; Amanda Marie Elder, 36, 623 Lovers Lane, apt. 1, Steubenville, possession of drugs, possession of drug implements, possession of drug paraphernalia and failure to appear, Saturday; Mark James Blancato, 44, 28 Township Road 281, Steubenville, failure to appear, failure to comply, failure to appear (other county), Saturday; Michael Reeser, 62, 115 Culler Road, Weirton, and DiAsha Smith, 30, 526 Linden Ave., Steubenville, were each charged with possession of drug paraphernalia following a traffic stop on Sunday after the police reportedly found crack pipes in the center console and under the passenger seat of their vehicle.
Rescued: An unconscious man in the 1600 block of Pennsylvania Avenue was resuscitated with Narcan and issued a drug treatment form on Sunday.
Attacked: A woman walking her dog in the 1700 block of Oregon Avenue said she was attacked by another dog on Saturday. She said her dog suffered a laceration on her left shoulder and bite marks on her body.
Struck: A vehicle parked at Legal Hair was struck by a semi-trailer and sustained severe damage to the right front tire well and right headlight on Saturday. Police said the bumper was also completely dislodged. A witness said she heard a loud crash and observed an all-white truck with the word “equipment” on the rear doors leaving the lot.
Warrant: Police called to a Market Street residence for a disturbance found it was just an argument, but the man involved had an active warrant for felony assault on Saturday. Creshawn Tyler, 27, 416 Adams St., apt. 5, Steubenville, was arrested for criminal assault, drug possession and tampering with evidence.
Broken: A Stingray Energy driver said a man threw a rock at his windshield on Belleview Boulevard, smashing the window on Friday.
Reserved: Seth X. Grafton, 24, 129 McConnell Ave., Steubenville, possession of drug paraphernalia, Friday; Jeffrey A. Yingst, 60, 151 Wildon Ave., Steubenville, contempt of court, Friday. The driver of the car Yingst was in, Kell Whittaker, 44, 720 North Seventh St., Apt. C6, Steubenville, has been cited for blocking traffic.
